Public Python API for the shared Raccoon LCM transport package.

This package exposes:

• Transport: a wrapper around lcm.LCM with reliable and retained delivery helpers.

• Channels: stable application-level channel names.

• ProtocolChannels: internal channels used by the transport protocol.
